IntroductionThe
genesis of this plan was the request of the federal government's Interagency
Council on Homelessness for each of the Top 100 Cities in population
to formulate a,"Ten Year Plan to End Homelessness,". Colorado
Springs falls into this population category.
In
addition to the request from the federal government, it just seemed
eminently sensible to have a plan, and that the lead in the planning
process should be Homeward Pikes Peak, the coordinating agency for homeless
services in the Pikes Peak region.
The
only problem was with the title of the plan. A period of ten years seemed
to lack accountability, due to normal employment turnover. So we're
looking at five years. In addition, we know that homelessness, per se,
is never going to be completely eradicated, if only because some individuals
prefer that lifestyle. Therefore, a blueprint to house every citizen
seemed more to the point.
This
certainly is not a document of Homeward Pikes Peak. The original draft
was, but it has been circulated widely to service providers, governmental
agencies, funders and interested individuals. Later, an advisory committee
made up of the above mentioned representatives met twice to review the
document. Comments and suggestions have, for the most part, been incorporated.
The final vetting is a Community Forum on Homelessness that will invite
comments from the community at large. After this process the document
will be presented to the Board of Homeward Pikes Peak for approval and
then to the City Council of Colorado Springs.
The
intent of this document is to be a work in progress. Times and conditions
will change and we, as advocates for the homeless, must be able to adapt
our techniques and programs.
We
want to make this plan as inclusive as possible, and I think the service
providers have proven their willingness to help anyone toward self-sufficiency.
We realize that for some individuals that road will be tortuous and
that we must exercise patience. The intent is that no one be overlooked
or denied a chance.
The
overall goal is for Colorado Springs to become a great place to get
off the streets, but a bad place to lead a purposely homeless lifestyle.
